Panel Discussion: Resources to Enhance Access to Care for Vets

The traditional boundaries between Public, Private and Federal Healthcare delivery have become more permeable as healthcare regulations and requirements have changed. The beneficiary population can no longer be considered as belonging to its system alone. Patients seek services outside the Veterans Administration healthcare system for many reasons, including access, capacity, and cost. Traditionally, migration between healthcare systems would be discouraged through financial measures or by threat of disenrollment. Today healthcare systems rely on each other to provide services that they cannot provide for financial, geographical or accessibility reasons. The Veterans Administration and Department of Defense both rely on partnerships with public and private healthcare systems to provide care to Veterans, Service Members, and their dependents beyond the capability of the Federal system.
Through this discussion, participants will gain an understanding of the complexities related to documentation of episodes of care, reimbursement for completed care, and information technology challenges; the integration of technological advances such as telemedicine; and the future of public, private and federal healthcare delivery as it relates to their respective patient populations. This discussion will be centered around enhancing partnerships with Federal and community providers that properly reduce costs while improving the quality and access of care for Veterans.
